| 内容記述 | The language policies proposed by the Council of Europe havehad profound implications, not only within Europe but all around the world, since 1960's. In particular, the Common European Framework of Reference for Languages (Council of Europe, 2001) shed a light on the area of language learners' awareness, which had not received much attention in Japan. The objective of this paper is to elucidate the fundamental principles of the language policy division of the Council of Europe, and to propose an approach to adopt them appropriately in a non-European context. With this purpose the paper first describes the background of the foundation of the Council of Europe to understand how much of an emphasis it places on the unity of all the countries in Europe, in terms of Human Rights, Democracy and Rule of Law. Then, the Language Policy Division is introduced in relation to the explanation of the objectives of the Council of Europe. Finally, the paper discusses the booklet, Autobiography of Intercultural Encounters (Council of Europe, 2008c), a type of self-reflective materials for a language learner, to show its usefulness in a diverse society including that in non-European countries. | |||||||
