I have argued elsewhere (Mizuno 2010) that recent approaches to adverb licensing such as the specifier-based analysis of Cinque (1999) and the scope-based analysis of Ernst (2002) are problematic; as an alternative, I proposed a phase-based analysis and explained the distribution of adverbs in English. In this paper, I point out that the specifier-based analysis is also problematic for the distribution of adverbs in Japanese and argue that the phase-based analysis holds for the distrlbution of adverbs in Japanese.
